Charge of the SUNY-Niagara College Council
- The College Council requests, considers and makes recommendations to the President on proposals affecting the entire college community, after consideration through the Council process and as approved by the Council by a simple majority vote.
- The College Council represents the college governance and decision-making constituencies in the collective body on matters affecting the College.
- The College Council is dedicated to information sharing and gathering, disseminating information concerning College-wide issues and gathering response from constituency groups that Council members engage and are invested with, in their roles outside of the Council; they will bring this response back to the Council for due deliberation throughout the cycle of the Council’s deliberation upon the proposal under consideration.
- The College Council provides shared governance leadership for strategic planning (short and long-range) and assists in the establishment of College goals and objectives.
- The College Council assists with oversight of the college-wide strategic planning process (short and long-range), including as possible/appropriate achievement of outcomes, efficiency standards and budget policies and procedures.
Ground Rules of the SUNY-Niagara College Council
- Members, guests and visitors will honor the topics and times of the meeting agenda. Agendas and materials will be distributed in advance and all members will be prepared to participate fully in the entire meeting.
- Members, guests and visitors will present issues completely, accurately, honestly and without bias, using authentic primary sources of data and not selectively withholding information.
- Members, guests and visitors will encourage full and open participation by all participants and will demonstrate a respect for and willingness to listen to diverse opinions and viewpoints.
- Members, guests and visitors will govern their interpersonal behavior on the basis of mutual respect and trust for one another and will avoid personal attacks, physical and verbal intimidation, asserting authority of position, and “negative talk”.
- Members, guests and visitors will maintain respect for team discussions and will demonstrate support for consensus decisions of the team within and outside of team meetings and be respectful of the formal voting process should it occur.
- Members, guests and visitors will disseminate and gather feedback clearly and concisely.
- Each team member is empowered and responsible for understanding the Guiding Principles (College Vision and Mission), Governance Pathway, Charge and for enforcing the ground rules.
Flow/Cycle of the SUNY-Niagara College Council
- The College Council will meet on the first Wednesday of each month during fall and spring terms and as possible/appropriate during summer. Through the course of regular months, Council Members will disseminate and gather information concerning matters under consideration in the governance cycle and other communicative channels of their various constituencies.
- At the following College Council meeting, members shall share relevant insights and information they have gathered. As possible, the matter under consideration will be voted up or down for a recommendation passed up the College President for their consideration.
- At any relevant point during the Council’s deliberations, a guest may be requested to attend a Council meeting, or may issue a request to attend themselves, in order to present relevant information that may help illuminate the matter under consideration.
- The College Council will make every effort to be efficient and expedient in its processing of matters under consideration.
